Dragon is seeking a highly experienced and knowledgeable HSE Lead to join our team. The HSE Lead will provide visible leadership and technical expertise on health, safety, and environment (HSE). The role holder will advise the organisation on process safety management, provide HSE support to project activities, lead the implementation of the environmental management system, ensure compliance with regulations and company policies, and provide HSE support across the organisation.
Summary of Responsibilities:
Driving Process Safety Excellence – Leading identification, assessment, and management of process safety risks, ensuring robust controls and compliance with COMAH and other regulatory frameworks.
Leading Risk Assessments – Facilitating HAZID, HAZOP, LOPA, SIL, and related studies, translating findings into actionable safety improvements.
Incident and Learning Management – Overseeing investigations into HSE and process safety events, ensuring lessons are captured, shared, and acted upon.
Project HSE Focal Point – Providing expert HSE guidance through all project phases, embedding safety and environmental requirements into design, engineering, and execution.
Environmental Management – Maintaining and enhancing the Environmental Management System (ISO 14001), ensuring compliance with permits and continual performance improvement.
Compliance and Assurance – Ensuring adherence to legislation, company standards, and best practices through audits, inspections, and regulatory engagement.
Performance Monitoring – Developing and tracking HSE and process safety KPIs, barrier health reporting, and improvement plans to drive accountability and progress.
Emergency Preparedness – Supporting COMAH emergency response planning, drills, and continuous improvement of resilience measures.
Subject Matter Expertise – Advising the Leadership Team, mentoring HSE team members, and promoting a strong, proactive safety culture across the organisation.
Continuous Improvement – Championing best practice in HSE management systems, contributing to safe, sustainable, and efficient operations.

Key Skills & Experience:
Educated to a degree level in Health and Safety / NEBOSH Diploma or equivalent.
Significant HSE experience in a high hazard industry.
Strong technical knowledge of process safety management and COMAH regulations
Experience in supporting projects through design, construction, and commissioning from a HSE focus.
Competent in risk assessment and other risk identification, risk management techniques and root cause analysis.
Ability to lead, influence, and engage stakeholders at all levels.
Excellent communication skills, both written and verbal.
